Roy's truck is four miles from where he died, and Roy's notebook shows that the county's water certifications are fraudulent. Cole teams up with water-rights attorney Sarah Whitmore and his family's longtime ranch hand Pico Luna, whose forty years of handwritten water measurements are the only evidence Varano Energy's lawyers cannot touch. The fight moves to a public water board hearing where the truth about the county's water is finally put on the record.
